Menteri mengakui, salah satu persoalan bangsa yang cukup krusial dihadapi sekarang ini dan masa mendatang adalah kualitas sumber daya manusia (SDM). Persoalan SDM ini, kata Agung, sangat kompleks dan universal seiring dengan perkembangan dan kemajuan zaman yang semakin kompetitif, tanpa batas, dan semakin terbuka.

"Untuk itu diperlukan adanya upaya-upaya terencana, strategis dan sinergis dari seluruh elemen bangsa dengan mengerahkan segenap potensi yang ada," kata menteri.

Dalam kesempatan itu, menteri juga mengajak masyarakat untuk mengubah pendekatan pelayanan anak-anak panti asuhan dari pendekatan belas kasihan menjadi pendekatan yang berorientasi pemenuhan hak asasi manusia.

"Sehingga pelayan yang berbasis kelembagaan atau panti secara bertahap berubah menjadi pelayanan yang bersumber dari dan oleh masyarakat," terangnya.

Menteri menyaksikan semakin berkurangnya jumlah panti asuhan dari waktu ke waktu. Namun, menurut dia, yang masih bertahan seiring perubahan waktu hanyalah panti-panti yang dikelola dengan melibatkan partisipasi keluarga, masyarakat.

"Sedangkan pemerintah berfungsi sebagai regulator," ujar dia.
